On Paragon the amulet of blood fury does not require charges.
Blood shards can be obtained by pickpocketing vyrewatches in Darkmeyer (city teleports).

Healing effect
The amulet of blood fury heals health based on damage, with the following mechanics.
On each hit, there is a 1 in 5 chance for the healing effect to be activated.
The base amount that the amulet heals is 25% of the damage dealt. If the Sigils of blood is attuned, the amount its effect heals is doubled.
